WASHINGTON – Congressman Rob Wittman (VA-01) today applauded the passage of key provisions from his Freedom To Invest in Tomorrow's Workforce Act in the House Ways and Means Committee. Adopted into the Education and Workforce Freedom Act, the provisions will expand Americans’ access to resources to pay for post-secondary training programs, which will help more Americans obtain and retain good-paying jobs that don’t require a traditional four-year degree. 

“The majority of America’s workforce consists of middle-skill jobs that require more than a high school education but not a bachelor’s degree, and key industries are struggling to find adequately trained workers to fill these roles,” said Rep. Wittman. “My Freedom To Invest in Tomorrow's Workforce Act will expand Americans’ access to resources to pay for post-secondary credentialing and licensing programs, which will help more Americans obtain and retain these good-paying jobs. I’m proud to see key provisions of my bill pass the House Ways and Means Committee, and I urge my colleagues to support this critical legislation when it comes to the House floor.”

The congressman’s legislation aims to broaden the scope of qualified expenses under 529 savings plans to include postsecondary training and credentialing, including licenses and non-governmental certifications. The bill would provide tax-advantaged resources to families, students, and workers — regardless of whether they possess a college degree — pursuing career growth, mid-career changes, or pathways diverging from traditional academic routes.

Rep. Wittman’s Freedom To Invest in Tomorrow's Workforce Act boasts the support of more than 140 cosponsors and more than 800 trade associations, professional societies, and businesses.
