Wittman Votes to Safeguard Medicaid, Strengthen National Defense, and Protect Virginia Families from Tax Increase

WASHINGTON – Today, Congressman Rob Wittman (VA-01) released the following statement after voting in support of the Senate Amendment to H.R. 1: 

“Today, I voted for the final passage of legislation that strengthens vital programs that serve our most vulnerable communities, empowers hardworking American families to thrive, and bolsters our national defense, as well as protects Virginians from a costly tax hike.” 

“Our Medicaid system is facing a critical crisis, and comprehensive reforms are essential to ensure that those who truly need assistance receive it, while also safeguarding the program’s long-term sustainability. This legislation is designed to do exactly that. It strengthens, secures, and preserves Medicaid for our most vulnerable populations— including pregnant women, single mothers, children, seniors, and individuals with disabilities.

“Personally, this issue hits close to home, as I was adopted, and I deeply understand the importance of providing support to those in need. This bill takes meaningful steps to eliminate waste, fraud, and abuse within Medicaid by promoting accountability through community engagement requirements and removing ineligible individuals, including the deceased, non-citizens, and those no longer qualifying. Together, these measures will ensure that Medicaid remains a vital safety net for generations to come.

“This historic legislation delivers for American families. By eliminating tax on tips and overtime, expanding the child tax credit and adoption tax credit, and extending provisions from the Tax Cuts and Jobs Act, we voted to protect the average taxpayer from a 22% tax hike, ensuring Virginia families can keep more of their hard-earned money. 

“During recent years, our country has faced unprecedented challenges at our borders and abroad. This legislation makes significant investments to modernize and strengthen our national defense, secure our borders, and provide our military with the resources they need to keep Americans safe.”

Following this, the bill now heads for the President’s signature. 

Key provisions of H.R. 1:

Strengthening Medicaid For Vulnerable Populations

  • Protects resources for pregnant women, single mothers, children, seniors, and individuals with disabilities.

  • Promotes personal accountability by enacting community engagement requirements for able-bodied adults without dependents.

Delivering Historic Relief for Virginia Families

  • Makes the Tax Cuts and Jobs Act permanent – protecting the median Virginia family from a 19% tax hike.

  • Secures no tax on tips.

  • Secures no tax on overtime pay.

  • Provides additional tax relief for seniors.

  • Increases the topline of the Child Tax Credit to $2,200

  • Includes language from my Freedom to Invest in Tomorrow’s Workforce Act, which would permit the use of 529 account funds to pay for post-secondary training programs.

  • Strengthens the adoption tax credit.

  • Improves the Housing Credit program to serve at-risk and underserved communities, including veterans, victims of domestic violence, and rural Americans. 

Bolstering Our National Defense

  • Improves servicemember quality of life by increasing allowances and special pays, as well as improvements to housing, healthcare, and assistance to military families.

  • Invests in shipbuilding and the maritime industrial base to expand the size and enhance the capability of our naval fleet.

  • Provides initial investment in the Golden Dome layered missile defense shield for America.

  • Restocks America’s arsenal of munitions.

Lowering Energy Costs

  • Brings certainty to the permitting process for North American cross-border energy infrastructure.

  • Strengthens U.S. energy security by supporting the Strategic Petroleum Reserve, the United States’ emergency stockpile of crude oil, which has been depleted in recent years.

  • Provides investment certainty for building permitted energy projects.

  • Creates a program at the Department of Energy that can be used for energy and critical minerals infrastructure

Stopping the Flow on Fentanyl

  • Provides resources for border technology, including ground detection sensors, integrated surveillance towers, and tunnel detection capability.

  • Provides resources to Customs and Border Protection (CBP) facilities to support current staffing levels, operational tempo, or evolving security challenges.
