Wittman Votes to Protect Medicaid, Deliver Relief For Virginians

WASHINGTON – Today, Congressman Rob Wittman (VA-01) released the following statement after voting for H.R. 1:

“Today, I voted to deliver once-in-a-generation investments that will strengthen Medicaid for Americans who need it most, invest in rural schools, bolster our national defense, and lower energy costs—all while delivering historic tax relief and preventing the largest tax hike in American history.

“By extending key provisions of the Tax Cuts and Jobs Act – including the Child Tax Credit and Adoption Tax Credit – we’re protecting Virginia families from tax hikes of up to 19%. For a typical family of four in Virginia’s First District, that’s $2,300 in savings—equal to three months of groceries.

“Throughout the reconciliation process, I’ve fought to protect and preserve Medicaid for Virginia’s most vulnerable, and this bill does just that. It secures protection for pregnant women, single mothers, children, seniors, and individuals with disabilities. By removing deceased, ineligible, and non-citizen beneficiaries, this bill strengthens the integrity of the program, saves taxpayers billions, and ensures care is available for those who truly rely on it.

“This fight is personal to me. I was adopted at eight months old from the Children’s Home Society of Virginia in Richmond. I know firsthand what access to care means for families like mine—and I’ve made it clear to House leadership that we must stand up for those who often don’t have a voice. I’m proud to say our advocacy was successful.”

Following this vote, the Senate will debate the measure before sending it back to the House for a final vote. This will allow further opportunities to negotiate more provisions to benefit Virginians.

Key provisions of H.R. 1:

Strengthening Medicaid For Vulnerable Populations

  • Protects resources for pregnant women, single mothers, children, seniors, and individuals with disabilities.
  • Promotes personal accountability by enacting community engagement requirements for able-bodied adults without dependents.
  • Increases senior choice through enhanced Pharmacy Benefit Manager (PBM) transparency and access to medication.
  • Closes loopholes that let illegal immigrants enroll in Medicaid and reduces funding to states that prioritize Medicaid coverage of illegal immigrants.

Investing in Rural Schools

  • Protects and extends the Secure Rural Schools and Community Self-Determination Act.
  • Gives rural school districts the stability to plan budgets, retain teachers, and deliver education services in communities where public lands limit the local tax base.

Delivering Historic Relief for Virginia Families

  • Makes the Tax Cuts and Jobs Act permanent – protecting the median Virginia family from a 19% tax hike.
  • Secures no tax on tips.
  • Secures no tax on overtime pay.
  • Provides additional tax relief for seniors.
  • Prevents taxpayer benefits from going to illegal immigrants by requiring a Social Security number for individuals claiming tax credits and deductions.
  • Includes language from my Freedom to Invest in Tomorrow’s Workforce Actwhich would permit the use of 529 account funds to pay for post-secondary training programs.
  • Strengthens the adoption tax credit.
  • Improves the Housing Credit program to serve at-risk and underserved communities, including veterans, victims of domestic violence, and rural Americans. 

Bolstering Our National Defense

  • Improves servicemember quality of life by increasing allowances and special pays, as well as improvements to housing, healthcare, and assistance to military families.
  • Invests in shipbuilding and the maritime industrial base to expand the size and enhance the capability of our naval fleet.
  • Provides initial investment in the Golden Dome layered missile defense shield for America.
  • Restocks America’s arsenal of munitions.

Lowering Energy Costs

  • Brings certainty to the permitting process for North American cross-border energy infrastructure.
  • Strengthens U.S. energy security by supporting the Strategic Petroleum Reserve, the United States’ emergency stockpile of crude oil.
  • Provides investment certainty for building permitted energy projects.

Stopping the Flow on Fentanyl

  • Provides resources to Customs and Border Protection (CBP) facilities to support current staffing levels, operational tempo, or evolving security challenges.
  • Allocates resources to hire and train 3,000 new Border Patrol agents, 5,000 new Office of Field Operations customs officers, and other urgently needed personnel.
  • Provides annual retention and signing bonuses to secure the personnel needed to protect our borders.
  • Provides support for CBP’s Non-Intrusive Inspection (NII) technology to detect and interdict illicit drugs, including fentanyl.
  • Provides additional resources for border technology, including ground detection sensors, integrated surveillance towers, and tunnel detection capability.
