Wittman’s FACT Act Advances Through Committee Following Markup

WASHINGTON – Today, Congressman Rob Wittman (VA-01) announced that his bipartisan Foreign Adversary Communications Transparency (FACT) Act advanced through the House Committee on Energy and Commerce. Passage during this week’s committee markup sets this bill up for consideration on the House floor. “I couldn’t be more pleased to see my bipartisan bill advance through committee and move toward House floor consideration,” said Congressman Wittman. “The Chinese Communist Party is using every tool at its disposal to conduct a coordinated campaign to surveil and collect information on Americans, and my FACT Act will help shine a light on the malign access and influence CCP-controlled companies have inside our technology and telecommunications markets. I look forward to building on this momentum so we can stop foreign adversaries from having unfettered access to our telecommunications infrastructure.” Specifically, the FACT Act would require the Federal Communications Commission (FCC) to publish a list of companies that both hold FCC authorizations and have any ownership by foreign adversarial governments such as China, Russia, Iran, and North Korea. Congressman Wittman introduced this bill in January 2025. U.S. Representatives Elise Stefanik (R-NY-21), Kathy Castor (D-FL-14), Thomas Kean (R-NJ-07), and Ro Khanna (D-CA-17) are cosponsors of this legislation. Background: Until now, there has been no mandated public disclosure of companies linked to foreign adversaries operating within U.S. technology and telecommunication markets. Although the FCC is prohibited from granting licenses or authorizations deemed a national security threat, some entities with ties to adversarial foreign governments continue to hold certain approvals.
