Wittman Votes to Combat Chinese Communist Party’s Threat to America

WASHINGTON – This week, Congressman Rob Wittman (VA-01), senior member of the House Select Committee on the Chinese Communist Party (CCP), voted for a slate of bills to combat the existential threat of the CCP and restore the strength and dominance of the United States.

“The Chinese Communist Party presents the greatest threat to freedom and American national security in our lifetime,” said Rep. Wittman. “We must stand up to the CCP by protecting our industry from unfair trade practices and reducing Beijing's leverage over the United States. I’m proud to have supported over two dozen bills that will secure our supply chains, protect U.S. technology, and defend American values.”

A vocal leader in countering China, in June, Rep. Wittman was announced to lead the Select Committee’s policy working group focused on countering the CCP's control of critical mineral supply chains.

Rep. Wittman voted for the following bills this week:

Protect America’s Innovation and Economic Security from CCP Act (H.R. 1398):

  • Reestablishes an initiative within the National Security Division of the U.S. Department of Justice (DOJ) to address espionage by the CCP on U.S. intellectual property and academic institutions. 

DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act (H.R. 1516):

  • Prohibits the U.S. Department of Homeland Security (DHS) from providing any funds to a U.S. institution of higher education that has a relationship with the CCP.

  • Bars any funds to Chinese entities of concern that have a relationship with the CCP, support the military-civil fusion programs, and other security and science entities within the Chinese government. 

  • Holds American universities accountable and ensures they prioritize their students’ education above partnerships with Confucius Institutes or any other Chinese entities of concern.

No WHO Pandemic Preparedness Treaty Without Senate Approval Act (H.R. 1425):

  • Ensures that any pandemic-related convention of the World Health Organization (WHO) that attempts to bind the United States must be considered and ratified by the Senate as a treaty. 

End Chinese Dominance of Electric Vehicles in America Act (H.R. 7980):

  • Prevents the CCP from taking advantage of the Biden-Harris administration’s lenient “foreign entity of concern” (FEOC) regulations for electric vehicle (EV) tax subsidies by requiring the U.S. Treasury Department to utilize stricter guidelines.

  • Closes a loophole to prevent Chinese manufacturers from leveraging their battery supply chain dominance to produce upstream materials, parts, and intellectual properties that are eligible for EV tax subsidies in the United States.

Protecting American Agriculture from Foreign Adversaries Act (H.R. 9456):

  • Adds the U.S. Secretary of Agriculture to the Committee on Foreign Investment in the United States (CFIUS) for transactions, including land, biotechnology, transportation, storage, and processing.

  • Directs CFIUS to take necessary actions to prohibit the purchase of U.S. agricultural land by foreign adversaries.

Countering CCP Drones Act (H.R. 2864):

  • Add CCP-controlled drone company, DJI, to the Federal Communications Commission’s (FCC) Covered List to ensure the company cannot receive FCC equipment authorization approvals for new models of DJI drones.
