Energy
Affordable, reliable energy is essential to America’s economic strength, national security, and quality of life. Energy costs affect nearly every part of a family’s budget and every product a business makes or transports. Producing more energy here at home creates good-paying American jobs, lowers costs for families and businesses, and reduces our dependence on foreign adversaries.
I support an all-of-the-above energy strategy that includes oil, natural gas, nuclear power, hydropower, wind, solar, carbon capture, and emerging energy technologies. America should responsibly develop its onshore and offshore resources while continuing to invest in innovation that makes energy production cleaner, safer, and more efficient. We can protect our air, water, and natural resources without sacrificing jobs, affordability, reliability, or national security.
Virginia is well positioned to lead America’s next generation of energy production, particularly in nuclear fission and fusion technology. Nuclear power provides reliable, around-the-clock, carbon-free electricity and must be a central part of meeting our growing energy needs. I support modernizing outdated regulations, strengthening the domestic nuclear supply chain, and accelerating the development and deployment of advanced nuclear technologies, such as fusion.
Producing additional energy is only part of the solution. America must also modernize its electric grid, pipelines, transmission systems, and other critical infrastructure so energy can reach the homes, military installations, and businesses that need it. Lengthy and unpredictable permitting processes delay energy projects, discourage investment, and ultimately increase costs for consumers. Permitting reform should establish reasonable timelines, improve coordination among federal agencies, and allow projects to move forward responsibly while maintaining appropriate environmental safeguards.
Energy security also depends on access to critical minerals used in power generation, batteries, semiconductors, advanced manufacturing, and nearly every modern defense system. The United States cannot remain dependent on China or other foreign adversaries for the materials needed to power our economy and equip our military. We must expand domestic mineral mapping, production, processing, recycling, and research while strengthening supply-chain partnerships with trusted allies.
In Congress, I am working to lower energy costs, expand domestic production, strengthen grid reliability, advance nuclear innovation, secure critical-mineral supply chains, and remove unnecessary barriers to responsible energy development. America has the resources, workforce, and technology to meet its own needs and provide reliable energy to our allies. We must put those advantages to work to build a more affordable, resilient, and secure energy future.
Legislative Work
- Ratepayer Protection Act (H.R. 9340) — Cosponsored bipartisan legislation requiring state regulators to consider standards ensuring data centers and other large electricity users pay the costs of the power generation, transmission lines, and grid upgrades needed to serve them—rather than shifting those costs to Virginia families and small businesses.
- High-Capacity Grid Act (H.R. 6633) — Cosponsored legislation to modernize America’s electric grid by establishing standards for utilities to use efficient, high-capacity transmission technology when constructing or upgrading major interstate power lines. These technologies can increase capacity, strengthen reliability, and reduce long-term costs.
- Earth MRI Reauthorization Act of 2026 (H.R. 9640) — Introduced bipartisan legislation to continue comprehensive mapping of America’s domestic mineral resources through 2031. The bill modernizes the program through advanced sensing and data technologies and expands its work to emerging resources such as geothermal energy and geologic hydrogen.
- SECURE Minerals Act (H.R. 7126) — Introduced bipartisan, bicameral legislation to establish a Strategic Resilience Reserve, strengthen domestic critical-mineral production and processing, stabilize markets, and reduce America’s dependence on China.
- Finding ORE Act (H.R. 2969) — Introduced bipartisan legislation to strengthen cooperation with trusted allies on critical-mineral mapping and development, diversify supply chains, and ensure the United States has access to materials essential to energy production, advanced manufacturing, and national defense.
- National Defense Authorization Acts for Fiscal Years 2026 and 2027 — Helped author and enact the FY26 NDAA, which established a pilot program to place small modular reactors at military installations.
- 21st Century American Atomic Energy Age Act (H.R. 3553, 118th Congress) — Introduced legislation to modernize outdated nuclear regulations, encourage advanced-reactor innovation, and strengthen domestic control over the nuclear-energy supply chain.
- Lower Energy Costs Act (H.R. 1, 118th Congress) — Supported House passage of comprehensive legislation to expand domestic energy production, reform permitting, strengthen energy infrastructure, and increase the production and processing of critical minerals.
