Wittman, Dingell’s Earth Mapping Resources Initiative Reauthorization Act Advances out of Committee

Tuesday, September 15, 2026

WASHINGTON, D.C.  – Today, Congressman Rob Wittman (VA-01) and Congresswoman Debbie Dingell’s (MI-06) Earth Mapping Resources Initiative Reauthorization (Earth MRI) Act of 2026 passed favorably out of the House Committee on Natural Resources. This legislation would reauthorize the Earth Mapping Resources Initiative program that identifies, maps, and studies domestic mineral resources.

“America’s national and economic security depends on our ability to develop the critical minerals we have here at home,” said Rep. Wittman. “Earth MRI provides the geological data we need to understand where these resources are located and unlock their potential. Reauthorizing this program would strengthen American mineral supply chains, support domestic production, and reduce our dangerous dependence on foreign adversaries like China. I am pleased to see this bipartisan legislation advance out of committee, and I look forward to working with Congresswoman Dingell to move it through the House.”

"If we’re serious about strengthening American manufacturing and securing our critical mineral supply chains, we need to understand what resources we have here at home. This program gives us the data we need to make smart, informed decisions and build a stronger future for American workers. I am grateful for Congressman Wittman's partnership as we continue working to get this done," said Congresswoman Dingell.

“America cannot achieve mineral dominance if we do not know what resources lie beneath our feet. H.R. 9640 reauthorizes the Earth Mapping Resources Initiative through fiscal year 2031 and expands the advanced tools available to the U.S. Geological Survey to map our nation’s mineral potential. Better geophysical and geochemical data will help states, industry and policymakers make informed decisions while reducing the uncertainty that slows domestic development. I commend Rep. Wittman for strengthening this critical program and helping secure American mineral supply chains.” - Chairman Westerman

Background:

Established in 2019, Earth MRI focuses on enhancing our understanding of the geologic features of the United States. The initiative seeks to complete comprehensive mapping of domestic minerals by 2031. As Congress and this administration work to strengthen domestic supply chains for critical minerals, reduce dependence on foreign adversaries, and support American manufacturing, Congressman Wittman recognizes that responsible resource development begins with reliable data. Senator Murkowski has introduced companion legislation in the Senate.
